Sorry; I haven’t used any playlist conversion software. I haven’t even really used playlists; so far I’ve been satisified with just ordering songs on the device as I prefer.

Googling a bit, I see some Perl and Python parsers for m3u; and it appears that one Laszlo Pandy has written a Python script to parse pla, which another gentleman claims to have improved upon. So stringing these bits together (or at least the knowledge they comprise), an m3u-to-pla converter should be doable.
